Re your question on the castles: Some of the Loire castles are still privately owned, but even when they are, most are open to visitors (at least part of the year) to help cover maintenance costs. I also think they get tax breaks for contributing to the "cultural patrimony".
The bigger castles however, are owned by the state.
In any case, there are many, many that you can visit. And they're all lovely!
